Brief specification description or basic overview of the project: Ten 8-meter pure electric buses are purchased for this project. This project has not conducted an import demonstration, does not accept the import of complete, and does not allow subcontracting or re-contracting. (See “Chapter 2 Project Procurement Requirements” for details.

合同履約期限：自合同簽訂之日起至2025年4月30日前完成車輛上牌和交付，并通過招標人驗收。

The Contract Period: From the date of signing the contract to complete the vehicle’s license plate and delivery before April 30, 2025, and the bidder’s acceptance.

二、申請人的資格要求

2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定;

(a)Meet the provisions of Article 22 of the “Government Procurement Law of the People’s Republic of China”;

(b)落實政府采購政策需滿足的資格要求：包括但不限于節(jié)能產(chǎn)品政府采購、環(huán)境標志產(chǎn)品政府采購、促進中小企業(yè)發(fā)展、支持監(jiān)獄企業(yè)發(fā)展、促進殘疾人就業(yè)。

(b)Qualification requirements to be met to implement government procurement policies: Including but not limited to the government procurement of energy-saving products, government procurement of environmental label products, promoting the development of small and medium- enterprises, supporting the development of prison enterprises, promoting the employment of the disabled.

(c)本項目的特定資格要求：3.1根據(jù)《上海市政府采購供應商信息登記管理辦法》已登記入庫的供應商。

3.2本項目不接受聯(lián)合體形式投標。

3.3未被列入《信用中國網(wǎng)站》(www.creditchina.gov.cn)失信被執(zhí)行人名單、重大稅收違法案件當事人名單和“中國政府采購網(wǎng)”(www.ccgp.gov.cn)政府采購嚴重違法失信行為記錄名單。

3.4為該采購項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得再參加該項目的其他采購活動。

3.5單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動。

3.6符合《關于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》(滬財采〔2024〕12號)第17條規(guī)定的供應商，不得參加本項目的采購活動。

(c)Specific qualification requirements for this program: 3.1 Suppliers that have been registered and included in the database in accordance with the “Shanghai Municipality Government Prourement Supplier Information Registration Management Measures”. 3.2 This project does not accept joint bidding. 3.3 Suppliers that are not on the “Credit China Website” (www.creditchina.gov.cn) as persons who have not fulfilled their obligations, major tax violations, and theChina Government Procurement Network” (www.ccgp.gov.cn) as suppliers who have serious violations of government procurement. 3.4 Supiers who provide overall design, specification preparation, or project management, supervision, and testing services for this procurement project shall not participate in other procurement activities of this project.3.5 Different suppliers with the same person as the unit leader or with direct control and management relations shall not participate in the same government procurement activity under the same contract 3.6 Suppliers that meet the requirements of Ar
